PROPOSAL MANAGER

LOCATION: GREENVILLE, SC

Fluor's Greenville, South Carolina office is home to more than 1,700 industry professionals. The 113-acre campus has six task-force buildings housing full-service plant engineering, procurement, construction, start-up, and commissioning personnel who have access to state-of-the-art communications, printing, computing, and general office services.

Position Title: Proposal Manager – Fluor Government Group
Location: Greenville, South Carolina
Reporting to: Director of Marketing, located in Greenville

The Opportunity:

Fluor’s Government Group is growing to meet the expanding requests from DOE and DoD to prepare proposals and responses to Task Orders. This is an excellent opportunity for an experienced Proposal Manager looking for an exciting career path and interested in moving up within a dynamic, expanding organization. The successful candidate will join a team of 10 individuals solely committed to the support of Fluor Government Group.

Significant Responsibilities:

Writing and overseeing the entire proposal development process for U.S. Government proposals. Must possess demonstrated experience in managing all phases of government business pursuits, and developing proposal compliance matrices and outlines. Will establish production schedules and develop resource plans to ensure a timely response. Completion of training in writing winning proposals, managing winning proposals
and capture management is a plus.

Education: Bachelor’s degree in related discipline. MBA preferred.

Knowledge, Skills, and Abilities:

Ability to develop customized responses to client RFIs and RFPs.

Manage large proposal efforts with potential of $.5B or more.

Provide support to departmental resource needs through work-sharing, cross-selling, resource allocation, personnel training, and mentoring.

Work with team members to understand market position, competition, current capabilities, culture, and client drivers to effectively create proposal content and promote Fluor’s competitive differentials.

Ensure that the production and quality control of external documents and communication includes all required sections, graphics, commercial terms, and branding.

Control pursuit costs of each effort by managing the schedule, team member expectations, use of online database system, and project deliverables.

Possess excellent communications skills and the ability to express thoughts clearly in writing.

Ability to organize well, adhere to schedules, handle pressure while multi-tasking.

Experience in understanding of the federal procurement process.

Ability to work with corporate and client staff from multiple disciplines (technical, managerial, users)

Personal Attributes: The candidate must be a competent writer and capable editor with the ability to work to strict deadlines, effectively communicate with clients and fellow employees, and schedule/complete multiple tasks.

Special Experience: The ideal candidate will have a minimum of ten (10) years in the industry with specific experience regarding U.S. Federal government proposal preparation including adherence to compliance requirements. Work experience in positions that provide a broad view of business including long-term vision, strategic thinking, communications, negotiations, team building, personal computing technologies, and Internet. Strong written and verbal communications skills are critical to this position. Must have proficiency and knowledge of personal computing and desktop publishing technologies.

Travel: Some travel may be required due to coordination with other company locations and proposals with teaming members.
