SENIOR PROPOSAL MANAGER

Fluor's Greenville, South Carolina office is home to more than 1,700 industry professionals. The 113-acre campus has six task-force buildings housing full-service plant engineering, procurement, construction, start-up, and commissioning personnel who have access to state-of-the-art communications, printing, computing, and general office services.
Position Title: Senior Proposal Manager – Fluor Government Group
Location: Greenville, South Carolina
Reporting to: Director of Marketing, located in Greenville
The Opportunity:
Fluor’s Government Group is growing to meet the expanding needs of the DOE and to enable Fluor to attain its vision of being the preeminent leader in the global services marketplace by delivering world-class solutions. This is an excellent opportunity for an experienced Proposal Manager to work with an established core team while providing your own unique perspective to help us grow.Priorities & Responsibilities:
• Oversee the entire proposal development process for U.S. Government proposals• Manage all phases of government business pursuits including:
Capture planning, implementation and execution, Running Color Team reviews, Orals coaching and group facilitation
• Develop and oversee proposal team members providing support from multiple disciplines
• Identification and coaching of technical leaders
• Develop proposal compliance matrices and outlines
• Establish production schedules and develop resource plans to ensure a timely response
• Provide support to departmental resource needs through work-sharing, cross-selling, resource allocation, personnel training, and mentoring
• Develop and update communication plans to ensure team members understand the group’s specific strategies and the link between the strategies and daily activities
• Work with team members to understand market position, competition, current capabilities and the transition of these capabilities into new viable business opportunities.
• Direct the business development efforts regarding the proposal process across the business group
• Control pursuit costs of each effort by managing the schedule, team member expectations, use of online database system, and project deliverables
Qualifications:
Management responsibility with proposals and pursuits of $.5B or moreAbility to lead by influence in order to work with various business segments who will serve as primary resources representing Sales and Operations
Experience in managing the production and quality control of external documents and communication ensuring all required sections, graphics, commercial terms, and branding are included
Ability to develop customized responses to client RFIs and RFPs
Possess overall ability to align, assign and pull together the necessary resources required for success
Excellent communications skills and the ability to express thoughts clearly in writing.
Experience in understanding the federal procurement process and the complete solicitation life cycle
Ability to work with corporate and client staff from multiple disciplines (technical, managerial, users)
Possess depth in DOE with major federal experience
Familiar with developing, implementing and managing the total proposal effort
Personal Attributes: The candidate must possess strong business acumen and the ability to develop business strategies that will enable the group to maximize current client opportunities as well as identify new opportunities. Must be a strong writer and capable editor with the ability to effectively liaison with Corporate Communications, Strategic Planning, Client Relations and other functional groups.
Education: Bachelor’s degree in related discipline. MBA preferred
Special Experience: The ideal candidate will have a minimum of twelve (12) years in the industry with specific experience regarding U.S. Federal government proposal preparation including adherence to compliance requirements. Must have in depth experience working with DOE and some DoD experience. Experience with Army Core of Engineers, LOGCAP, or NASA would be a plus. Work experience in positions that provide a broad view of business including long-term vision, strategic thinking, communications, negotiations, and team building.
Travel: Some travel may be required due to coordination with other company locations and proposals with teaming members.
